Andrew’s practice includes the representation of for-profit and nonprofit corporations, health care industry-related clients (including hospital systems, large physician groups, ambulatory surgery centers and laboratories), information technology companies, and various types of management and consulting firms. Given Andrew’s diverse client base, he is often asked to provide advice on health care compliance issues and guidance on strategies in dealing with third party payors and governmental agencies. A significant portion of Andrew’s practice also involves providing advice on numerous commercial matters, including mergers, acquisitions, consolidations, corporate restructuring, joint ventures, leasing, licensing, financing and other corporate matters. He has extensive experience in the commercial, technical, operational, legal and regulatory issues arising in the health care industry.
Andrew frequently lectures on issues affecting ambulatory surgery centers, community and academic hospitals, HIPAA, cyber-security, telemedicine, corporate transactions, professional licensing issue and technology contracting.

A Texas Federal Judge issued a decision blocking the FTC’s proposed ban on non-compete agreements, which was set to go into effect on September 4, 2024. As previously reported, the Texas Federal Court had issued a preliminary injunction limiting the enforceability of the FTC’s non-compete ban for the individual plaintiff in that lawsuit only. The Judge has now expanded that ruling nationally – preventing the FTC non-compete ban from going into effect.
