Julia P. Belton advises health care clients on a wide variety of corporate and regulatory matters. Julia works on transactional matters, including mergers and acquisitions for hospitals and provider groups. Clients seek guidance from Julia on regulatory matters, including Medicare and Medicaid enrollment issues, corporate practice of medicine, state licensure, change of ownership, and compliance with other laws and regulations. Julia routinely advises on employment and equity ownership agreements for practices and health care facilities.
Julia assists in the representation of a diverse array of health care clients, including hospital and health systems, physicians, physician practice groups, dentists, dental practice groups, management service organizations, home health agencies, and behavioral health providers.
Prior to attending law school, Julia worked in the health care industry as a strategy consultant, with a focus on management, corporate and strategy consulting for top pharmaceutical companies and executive leadership.

Pursuant to the New Jersey Applied Behavior Analyst Licensing Act (the “Act”), the Board of Applied Behavior Analyst Examiners (the “Board”) published the official rules concerning the practice of Applied Behavior Analyst (“ABA”) therapy, effective May 6, 2024 (the “Rules”).
On January 8, 2024, New Jersey passed a law that permits Clinical Social Workers, Professional Counselors, and Marriage and Family Therapists to bill NJ Medicaid/NJ FamilyCare directly for services rendered to Medicaid beneficiaries.
The Board proposed new regulations regarding the practice of ABA therapy in New Jersey, including, for example, licensing standards for applied behavior analysts and assistant applied behavior analysts, reciprocity requirements, scope of services, business practices, and telehealth requirements.
Section 1115 of the Social Security Act provides the Secretary of Health and Human Services with the unique ability to approve demonstration projects (and establish pools for this purpose) that help further the goals of Medicaid programs.
Governor Phil Murphy signed an Executive Order lifting COVID-19 testing requirements for health care and congregate care settings. This Executive Order took effect April 3, 2023.
On March 30, 2023, the Centers for Medicaid and Medicare Services ("CMS") approved New Jersey FamilyCare's Comprehensive 1115 Demonstration renewal. The renewal expands, amends and implements various projects and programs relating to Housing, Behavioral and Physical Health, and Worker Training that will enhance health care coverage, access and services to New Jersey FamilyCare members, which include Medicaid and CHIP beneficiaries.
Beginning January 18, 2023, New Jersey hospitals and clinical laboratories must demonstrate compliance with cultural competency requirements recently issued by the New Jersey Department of Health (“DOH”).
